Groupe d’Appui aux Repatries et Refugies (GARR) was formed in 1991 as a platform of 8 organizations in response to unjust repatriations of Haitian people in migration from the Dominican Republic—an ongoing issue to this day. GARR monitors the Haitian-Dominican border to protect the rights of people in migration, focusing on advocacy, repatriation and reintegration, and gender-based violence prevention and support. Their efforts span legal aid, cross-border advocacy, reintegration support, and strengthening ties between Haiti and the Dominican Republic.

UUSC’s partnership with GARR began in 2016 following Hurricane Matthew’s devastation to the country. UUSC collaborates with GARR to expand these life-affirming efforts rooted in justice, care, and self-determination through funding, participatory research collaborations, message amplification, and more. In the face of escalating deportations and anti-Haitian violence, GARR’s work is more urgent than ever. From documenting human rights abuses at the border to facilitating grassroots dialogue and cultural understanding, GARR remains a constant presence for the community.
